We have two types of platform configuration that work together. The first one is the  User Level Platform Configuration  which enables the usage of an Platform specific API. For example refreshing access tokens, providing Vendor ID’s and so on. 

The second one is the  Service Level Platform Configuration  which enables you to propagate changes to an external platform. For example, Manage Alexa Skill, updating Messenger Webhook Configuration and so on.
